Railway, which is called BOSS in China's five major transport sectors, plays an important role in China's national economic and social development, such as, in bulk cargoes' transportation aspect, railway accounts for over 60% of the entire society good transportation quantity; particularly, railway has undertaken the approximately 80% about the transportation amount in China.
During the Eleventh Five-Year Plan, investment in China's railway industry is up to 1.56 trillion CNY as three times as the former Five-Year Plan and five times as the investment of Beijing Olympic Games . It accounts more than 7% of the total GDP. To achieve the Long-Term Railway Network Plan, investment in railway construction needs 2 trillion CNY in the next five years, an average annual investment will be around 130 billion CNY. At the same time, with the construction of high-speed passenger rail lines and acceleration of the old lines, China will initially form rapid passenger transport networks as the backbone linking the main cities.
With the construction of infrastructure, railway informationization issues are better concerned by the industry. In January 2005, Ministry of Railways issued Overall Plan of Railway Informationization, which announced that China would build the railway transportation information systems in the eastern area and 6 main lines in five to ten years, and China had the objective to construct the full functional intellectual transport systems through the domestic railroads until 2020.
Chinese characteristic railroad intelligence transportation information system will be built in 2020. Its aggregate level leaps to the world advanced ranks.
According to Overall Plan of Railway Informationization, the eastern railways and six main lines will have the development priority, which means that they will firstly practise the railway informationization in China. Overall Plan of Railway Informationization also pointed out 3 key areas of informationization, which were organizing transportation, passenger and cargo marketing, operation and management.
